NIH Personnel Rotating to Walter Reed National Military Medical Center (WRNMMC)
If you are an NIH Personnel and/or Program Coordinators who wish to have their Clinical Rotator participate in the fellowships/rotations at the WRNMMC, here is an NIH WRNMMC Access Request Checklist for you to follow to ensure your Clinical Rotator receives a Common Access Card (CAC) (or NEATS card) and the access needed for their fellowship/rotation.
Here are steps your AO and GME Sponsor must complete first:
1. The NIH Administrative Officer (AO) will need to upgrade the Position Sensitivity Level in NED to Tier 3 (T3) , non-Critical, Sensitive. The NED justification will need to state "Access to WRNMMC". This will ensure DPS initiates a T3 investigation which is required for the rotation.
2. The Clinical Rotator's NIH GME Sponsor must coordinate with the WRNMMC GME Sponsors, providing the NIH Clinical Rotator's Name and Start Date at least 3 months prior to the date the WRNMMC access is needed, along with the forms listed below in "Step B" below.
NIH Clinical Rotators who wish to rotate at WRNMMC must ensure the following prerequisites are met and all documents below are filled out:
A. Required Documents to the NIH Division of Personnel Security (DPS)
The documents below must be emailed to ORSpersonnelsecurity@mail.nih.gov at least 2 months prior to the start of their clinical rotations at WRNMMC.
DPS office will submit the Clinical Rotator's WRNMMC Prospective Employee Profile Sheet, Medical Screening form, and Patient Registration form to the WRNMMC Personnel Security Office (PSO) along with an Investigation Verification Letter.
B. Required Documents to the Clinical Rotator's NIH GME Clinical Program Sponsor/Coordinator
Clinical Rotators need to submit the forms below 3 months prior to their NIH GME Sponsor. Then, the NIH GME Sponsor can coordinate and provide the completed forms to the WRNMMC GME Office to ensure that the Clinical Rotator is granted WRNMMC access. For more information on these forms, please be sure to contact the WRNMMC POCs.
C. Trainings that the Clinical Rotator Must Complete ASAP
D. Required Documents to the WRNMMC POCs for WRNMMC Access AFTER Receiving a CAC/NEATS Card
After the TASS Registration Request form is completed (listed above) and after the NIH GME Sponsor sends the form to the WRNMMC GME Office and WRNMMC PSO TA, then the Clinical Rotator will be granted a CAC/NEATS card and receive a DOD ID and @health.mil email address. With a CAC/NEATS card, the Clinical Rotator will need to complete the following:
- DD-2875 System Authorization Access Request Form (SAAR): After the Clinical Rotator receives a CAC/NEATS card, the Clinical Rotator will need to be ON-SITE at WRNMMC to fill out Part 1 (blocks 1-12) of the DD-2875 SAAR form on a kiosk and sign this electronically with their CAC/NEATS card. This can be done on the same day after receiving the CAC/NEATS card. WRNMMC does not accept paper copies of this form. If the Clinical Rotator doesn’t sign the DD-2875 SAAR, the Clinical Rotator will not have intranet access to WRNMMC. Once intranet access is granted, Clinical Rotators are given 7 days to upload their HIPAA and Cyber Awareness trainings to their profile via their intranet access. If this is not done within 7 days when intranet access was granted, then the Clinical Rotator will get locked out of the intranet.
- Electronic Health Record application for Genesis: In order to gain access to Genesis, Clinical Rotators must complete this form and submit it to the WRNMMC GME Office. After the form is completed, the WRNMMC GME Office will sign it as well then submit it to the WRNMMC Genesis team. The WRNMMC Genesis team will assign the Clinical Rotators additional trainings in JKO. These trainings must be completed before the Genesis team will grant access to Genesis. Clinical Rotators will receive an email directly from the Genesis team when the trainings have been assigned. Clinical Rotators should reply to that email when the trainings are completed.
