Patrick Kilgore
Director, ODCPS

The Office of Defensive Counterintelligence & Personnel Security (ODCPS) plays a crucial role in protecting the integrity of the National Institutes of Health's (NIH) biomedical research enterprise. By proactively identifying and mitigating risks posed by foreign actors, insider threats, and compromised supply chains, ODCPS ensures that NIH's research efforts remain secure and trustworthy.

ODCPS advances a resilient and secure research environment by integrating multiple facets of security, including research security, national security, counterintelligence, personnel vetting, and foreign risk due diligence. This comprehensive approach is applied across all NIH Institutes and Centers, creating a unified and robust defense against potential threats.

Through its mission, ODCPS not only safeguards public trust and national security but also ensures that NIH can continue to pursue transformative scientific discoveries. These discoveries have the potential to significantly improve health outcomes for all Americans and drive innovation funded by U.S. resources.

By maintaining a vigilant stance and employing cutting-edge strategies, ODCPS ensures that NIH's research endeavors are protected from threats, enabling the institution to focus on its mission of advancing medical knowledge and improving public health.

ODCPS is committed to preserving the highest levels of scientific integrity and holding accountable those who seek to undermine the NIH in the eyes of the public or threaten the efforts of those driving innovation for medical and behavioral research.

To cultivate a prosperous and secure academic and research environment, ODCPS fosters a unified effort across the Institutes and Centers, Operations and Divisions, and the Whole of Government. This collaborative approach ensures the continued success and security of NIH's vital research initiatives.
