The Division of Defensive Counterintelligence (DDC) detects, identifies, and assesses adversarial intelligence and insider threats to the National Institutes of Health to protect NIH personnel and mitigate risk to intellectual property while continuing the NIH's long tradition of collaboration with scientists and institutions from around the world seeking to enhance health, lengthen life, and reduce illness and disability.
The evolving landscape of global research necessitates a robust approach to protecting the integrity and security of the United States research and development (R&D) enterprise. This imperative aligns with recent directives, including the White House Office of Science and Technology Policy's (OSTP) Guidelines for Research Security Programs and the National Institute of Standards and Technology's (NIST) "Safeguarding International Science Research Security Framework." These initiatives emphasize preserving the openness and collaborative spirit that underpin U.S. scientific leadership while mitigating risks posed by foreign interference, conflicts of interest, and strategic competitors.
