Performance Based Acquisition
Performance Based Acquisition (PBA) is a method of preparing service contracts that emphasizes the service outcomes the Government would like the contractor to provide. The use of PBA has been encouraged by the Office of Management and Budget to drive down the costs of contracts while improving contractor performance.
OQM can assist service providers in ORS in developing a PBA, including understanding the desired service outcomes, writing the performance work statement (PWS), and preparing the Quality Assurance Program (QAP). OQM has expertise in establishing performance measures, designing data collection methods, gathering and analyzing performance data. OQM can also assist Contracting Officer Representatives (CORs) in establishing the methodology to use performance data to calculate contractor incentives and disincentives.
