Research Safety Branch

The Research Safety Branch (RSB) is responsible for a comprehensive range of services designed to protect employees and maintain safe workplaces. Our core duties include conducting thorough investigations of workplace incidents and injuries to uncover root causes and prevent recurrence.  Another core responsibility is supporting the Animal Care and Use Committees (ACUC) by reviewing protocols, assessing risks, providing specialized training, and checking facilities for safety.

An additional key responsibility is performing lab clearance surveys, which are carried out after decontaminating research spaces to ensure safety before renovation or equipment servicing. Safety specialists regularly execute safety surveys to diagnose potential hazards, gauge employee perceptions of safety, and assess the effectiveness of organizational safety policies. We also provide support for hazard remediation, working closely with other safety programs to identify, contain, and safely clean up environmental, biological, chemical, or structural hazards.

Beyond these technical tasks, RSB is instrumental in outreach and communications. We design educational materials, conduct specialized training sessions, and collaborate across the Division of Safety to foster a strong safety culture. We are engaged with employees and management to help drive ongoing improvements in safety practices and encourage active participation in maintaining a safe work environment.

Monitoring & Corrective Action

These services include safety incident investigations, hazard remediation support, conducting audits, and addressing problems to prevent recurrence. It’s a proactive approach to ensure workplace safety and compliance.

Injury/Incident Investigations
  • Safety Specialists perform structured investigations to discover the root causes of workplace accidents, illnesses, and near-misses. The goal is to prevent future occurrences by learning from each event.
Hazard Remediation Support
  • This includes identifying, containing, and safely cleaning up environmental, chemical, or structural hazards. Support is provided in coordination with other Division of Safety Programs.
Lab Clearance
  • Lab clearance is a specialized survey performed after decontaminating and removing hazards from a research space. It ensures a safe environment before renovation, vacancy, or equipment servicing.
Safety Surveys
  • Safety surveys are diagnostic tools used to identify workplace hazards, evaluate employee safety perceptions, and measure the effectiveness of organizational safety policies.

Outreach, Communications, Collaboration, and Employee Engagement

These services allow RSB to partner with NIH staff to strength safety culture through consultations, committee support, liaison activities, ACUC support and specialized safety training.

Animal Care and Use Committee (ACUC) Support
  • Safety Specialists help protect lab staff from risks related to working with animals, such as diseases, chemical exposure or injuries. This includes reviewing protocols, assessing risks, providing special training, and checking facilities for safety.
Division of Safety Liaison / Subject Matter Experts
  • Safety specialists connect management, employees, and outside agencies in collaboration with other Division of Safety Experts to make sure safety rules are followed. We explain safety procedures, organize training, investigate incidents, and help put policies in place to prevent accidents.
Safety Committee Support
  • RSB encourages teamwork between management and employees to spot hazards and promote safety. Staff can share safety concerns directly, and this committee is often the first place NIH staff go on safety issues.
Specialized Safety Trainings
  • RSB can provide specialized training sessions upon request to provide clarity and resources related to specific safety topics of interest…. Previous audiences have included ACUC, Safety Committees, PIs, lab groups, and one on one as needed.
Staff Consultations
  • Safety Specialists offer expert advice, communicate clearly with everyone involved, and work with leadership, staff, and safety committees. This includes helping with construction planning, inspections before moving into new spaces, safety walk-throughs, odor complaints, OSHA questions, and working with other safety programs to lower risks and improve outcomes.

Policy & Compliance

These services help laboratories and workspaces comply with NIH, OSHA and other regulatory requirements through guidance, assessments and compliance support.

Regulatory Compliance Support
  • RSB helps to manage risks, regularly check for compliance, and use technology to enforce safety policies. This protects NIH staff from fines and keeps research running smoothly.
Safety Training Management System (LMS)
  • Training is essential for achieving consistent safe operations in the workplace as well as reducing injuries and illnesses. The Occupational Safety and Health Administration (OSHA) stresses safety training in their regulations to ensure that personnel understand their responsibility and accountability for a safety and healthful workplace. DS provides training at the NIH organization level to comply with Federal, State and Local laws, policies and regulations.

Risk Assessments

These services involve systematically identifying hazards and assessing their potential risks and recommending controls to protect staff and maintain safe research operations.

Risk Assessment
  • The systematic process of identifying hazards, evaluating the likelihood and severity of the potential harm they may cause, and determining the appropriate measures to mitigate or control them. This is a key step to keep people safe, avoid losses, and make sure research stays reliable.
