Temporary Parking Permits

The NIH Employee Transportation Services Office (ETSO) issues temporary permits for employees who participate in all forms of transportation. These permits are typically authorized in General parking areas. However, if an individual is eligible for preferred (Red) parking, the permit will be issued with the same privileges as a preferred parking permit.

NIH Transhare, Remote Workers and Vanpool Subsidy members who work on the NIH campus can print their temporary permits by accessing the Commuting and Parking System (CAPS).  Please be sure that the computer is connected and has access to a printer.

NIH Parking Members can obtain a temporary permit by emailing a request to the ETSO/Parking Office or by calling 301-496-5050.

​REMOTE WORKER PARKING PROGRAM - *New Starting November 1, 2024*

​Remote workers must enroll in the Remote Worker Parking Program to obtain a one-day temporary parking permit online. Each remote worker is limited to five (5) temporary daily parking permits per month (no exceptions), provided that any previously assigned parking hangers are returned. Permits can be printed up to two (2) weeks in advance, and each permit is valid for a single day. Temporary permits are valid only for specific satellite or peripheral parking areas, which are Lot 41/42 and the top deck of the MLP-10 Garage.​

To enroll in the program, you will need the following:
- A local mailing address
- Vehicle information (Year, Make, Model, License plate)
- Worksite destination (NIH Bethesda Campus/Rockledge I/II Facility Only)

After enrolling and successfully submitting your information, you will find the option to print a temporary permit at the bottom of the CAPS commuter portal.

Temporary Permits - Transhare and Vanpool Members

NIH Transhare members are permitted to receive up to six (6) permits per calendar quarter and NIH Vanpool members are permitted to receive up to 12 permits per calendar quarter. 

  • Request a permit online by logging into CAPS, select "Print Temporary Permit," and follow the on-screen instructions.
  • Employees who do not have access to CAPS and need a temporary parking permit, email your request to the NIH ETSO/Parking Office and include the information below. Please submit requests at least two business days in advance of the first date needed.

Temporary permits are only available for employees with a duty location on the NIH Bethesda Campus and Rockledge Parking Lots.   

Temporary Overnight Permit Request - Official Government Travel 

Parking on the NIH campus for more than 24 hours is prohibited, unless on official government travel. Temporary Overnight Permits will be issued no more than two weeks in advance of the requested travel start date. 
Only employees assigned to the NIH Bethesda main campus can obtain an on-campus Temporary Overnight Parking Permit.
  • Request Temporary Permits online through CAPS. The requester will print the permit online once the request is approved. Log in to the CAPS and follow the steps below:
    • Step 1: Choose "Request Temporary Overnight Parking Permit";  
    • Step 2: Choose vehicle, date of travel, and upload an approved NIH Travel Authorization for verification, follow the online prompts to submit the request.

If your request was submitted successfully, you will receive an email confirmation. Once ETSO staff verifies proper documentation for your request, you will receive a second email with your approval details and instructions on how to print the permit.

Alternatively, support staff can request temporary overnight parking permits on behalf of the travelers and supervisors by emailing the NIH ETSO/Parking Office with the below information and a copy of the employee's approved NIH travel authorization.

IMPORTANT NOTE: These requests may take longer to process and may require the permit to be picked up in person at the ETSO/NIH Parking Office during normal business hours, Monday through Friday, 8:00 am to 4:00 pm, located in Building 31, Room 1A11.
