About the Deputy Director for Safety, Security, and Campus Services​​

As the Deputy Director for Safety, Security, and Campus Services, Dr. Day leads and advocates for all of ORS's safety, security, as well as shared scientific and campus services. His teams have played a critical role in the implementation of enhanced visitor management policies and procedures as well as the establishment of NIH's combined operations and information sharing center. His goal is to establish a safe, secure environment where collaborative science and game-changing healthcare advances can flourish.

Dr. Day previously served as the Executive Director for Security, Integration and Technology for the Pentagon Force Protection Agency (PFPA). In that role, Dr. Day's teams developed and operated the Pentagon's comprehensive technical solutions across the CBRNE (chemical, biological, radiological, nuclear, and high explosive), information technology, security services, and systems engineering domains. Dr. Day also oversaw the following mission integration functions for the Agency: facilities, acquisitions and logistics; recruitment, medical and fitness management; financial management; and human capital program management.

Prior to appointment to the Senior Executive Service, Dr. Day held the positions of Chief of Staff and Chief of the Science and Technology Office for PFPA. Dr. Day performed technical assessments of programs, implemented new technical capabilities and improved overall operations and security for the Pentagon. Notable achievements include the implementation and continuous improvement of Police Computer Aided Dispatch/Records Management System, Pentagon Mass Notification system, CBRNE detection and mitigation systems, access control and intrusion detection systems and others.

Before joining federal service, Dr. Day worked for SAIC as a project lead for environmental, legislative and budget support to the Deputy Assistant Secretary of the Army (Elimination of Chemical Weapons). He is also a former member of the Homeland Security Institute, where he researched gaps in capabilities to respond to national-level chemical, biological and radiological events. Dr. Day's career began as a chemist at the Midwest Research Institute (now known as MRIGlobal), monitoring atmospheric samples for biological warfare agents and performing process improvement for chemical and biological monitoring systems.
 
Dr. Day was selected as a member of the Senior Executive Service in 2018. Dr. Day holds a doctorate in Environmental Engineering from the Georgia Institute of Technology; Master of Science in Civil Engineering and a Bachelor of Science in Chemistry with Honors in Interdisciplinary Studies from the University of Alabama at Birmingham; and a graduate certificate in public policy from the Harvard Kennedy School of Government.​​
