General Administration

The Office of Administrative Management (OAM) is a shared service provided to the Office of Research Services (ORS) and the Office of Research Facilities Development and Operations (ORFDO). The shared services model delivers value by balancing cost and service levels and maximizing the services provided to each organization by standardizing processes and services.

OAM is responsible for leading and streamlining initiatives in support of administrative management activities and services within ORS and ORFDO. The organization also ensures compliance and accountability as well as delivers the following services:

  • General administration

  • Workforce planning and development
  • Management analysis
  • Risk management
  • Communications
  • Advisory services
  • Employee and labor relations
  • Space management

OAM provides administrative support services for a combined total of more than 1,313 FTEs and more than 3,780 contractors. The Division of Administrative Operations (DAO) and the Division of Quality Management & Policy (DQMP) are two divisions within OAM. Read on for more information about DAO and DQMP.

Division of Administrative Operations

The Division of Administrative Operations (DAO) oversees the administrative and acquisitions functions which support ORS and ORFDO. The division provides general support to OAM and carries out the development of policies and standard operating procedures for administrative management, delegations, and program requirements. DAO also carries out planning and reporting related to organizational administration and acquisition. See a list of services provided by each branch below:

Division of Quality Management & Policy

In 2021, the Management Analysis and Review Branch and the Office of Quality Management (OQM) transitioned to the Division of Quality Management & Policy (DQMP). Part of the DQMP mission is to promote process improvement and accountability to ensure the delivery of best-value services to NIH customers. DQMP supports ORS and ORFDO leaders through customer relationship management, employee satisfaction measurement, and organizational improvement initiatives. DQMP serves as a consultant on reinvention efforts, streamlining initiatives, organizational redesign, total quality management, team building, strategic planning, human resource development, and effective training of managers and employees.

DQMP further supports ORS and ORFDO by formalizing process improvement through the development of SOPs and policies. Strategic planning and organizational redesign work in conjunction with organizational change initiatives and risk management. In addition, DQMP provides oversight, education, and guidance related to Privacy, the Freedom of Information Act (FOIA), records management, and NIH Manual Chapter development.
